Tier 1
Highest executive authority in the Foundation.
Holds supreme executive authority over all Foundation operations, systems, personnel, and directives, possessing unrestricted jurisdiction and final decision-making power in all matters concerning the Foundation.
Tier 2
Principal representative of the Council.
Serves as the principal representative and presiding authority of the Council, exercising authority nearly equal to that of the Overseer Council. The Chairman works closely alongside The Administrator in strategic planning, governance, and discussions regarding matters of the highest importance to the Foundation.
Tier 3
Ultimate oversight over departments and facilities.
Holds ultimate supervisory authority over all departments, facilities, and Foundation operations, possessing final approval and decision-making power on major matters. While granted extensive authority, members of the Overseer Council remain subject to the Foundation Code of Ethics and are expected to uphold the highest standards of professionalism, integrity, and ethical conduct in all actions and decisions.
Tier 4
Single-seat executive coordination role.
A singular executive position that may only be occupied by one individual at any given time. The Installation Director works directly alongside the Overseer Council and higher authorities in overseeing, implementing, and coordinating major Foundation-wide changes, policies, and developments. The role carries significant administrative influence and serves as a primary link between senior leadership and Foundation operations.
Tier 5
Highest departmental authority.
Granted primarily to Department Directors and other high-ranking administrative personnel. Individuals possessing Security Class V hold extensive authority and access within their respective departments, overseeing operations, personnel, and departmental decision-making. While Directors maintain substantial control over their divisions, their authority remains subordinate to that of their assigned Department Overseer.
Tier 6
Senior command supporting directors.
Granted to Department Deputy Directors and equivalent senior personnel. Individuals with Security Class IV are entrusted with assisting Department Directors in the administration, coordination, and supervision of departmental operations. Their responsibilities include supporting leadership decisions, managing internal affairs, and acting on behalf of Directors when required.
Tier 7
Operational command and supervisory leadership.
Granted to Medium Command and High Command personnel, depending on the structure and hierarchy of the department. Individuals holding Security Class III are responsible for operational management, supervisory duties, and the execution of assigned tasks and objectives. Personnel within this class are expected to maintain organisational efficiency, oversee subordinate staff, and ensure that departmental directives are carried out effectively and in accordance with established regulations.

Entry rank for all new personnel accepted through the Application Center.

Assigned to a department but holds no leadership position.

Interpretive Note
Departmental authority increases with rank and Security Class, but all authority remains tied to doctrine, oversight, and Foundation standards. Senior command may issue directives, but those directives still exist within the wider structure governed by Command Authority and regulated by the Code of Ethics.
